Rafael grew up in both Guayaquil, Ecuador and Miami, Florida, and earned his Juris Doctor from the University of Miami School of Law with Cum Laude distinctions. In law school, Rafael was a member of the Business Law Society and transactional skills program where he gained first-hand experience in contract drafting and transactional negotiations. Prior to law school, Rafael served as an assistant to both a Florida Representative and a Florida Senator. His experience in the Florida legislature allowed him to grasp the importance of strategic policy solutions to serve constituents' specific needs.
